Horse racing has been a key economic driver in Arizona for decades – creating thousands of jobs, supporting hundreds of local businesses and generating millions of dollars in state and local tax revenues.

Since 2004, Arizona horse tracks have seen:

  • Parimutuel handles drop $55M a year
  • Purses drop $5M a year
  • Live race attendance drop 45%
  • During the same time, tribal gross gaming revenues have increased from $1.3B to $2B.

Senate Bill 1794 would:

Generate more than $100M million in new tax revenues for the State of Arizona

Create nearly 4,000 new jobs, all at a livable wage - 1,000 direct and 3,000 indirect

Lead to $300M in capital investments, including installation of a new turf course at Arizona Downs

Increase purses from $80,000 to $300,000 attracting horses and revenues from California

Senate Bill 1794 will do that by:

Providing much-needed support for the horse racing industry and local businesses
Limiting new terminals to 15% of tribal gaming positions
Modernizing Arizona’s wagering laws
Allowing sports betting at Arizona horse tracks and OTBs
Generating new revenues for hospitality industry & OTBs in bars/restaurants

Historic Horse Racing Generates Tax Revenues

Historic Horse Racing (HHR) allows players to place pari-mutuel wagers on past races. This allows tracks to generate revenues after races and on non-racing days.
